Joseph Melville Broughton was an American politician who served as the Governor of North Carolina from 1941 to 1945. He was born on October 8, 1879 in Scotland Neck, North Carolina. He was the son of a prominent lawyer and politician, William Broughton. He attended the University of North Carolina at Chapel Hill and graduated in 1901.
Early Career
After graduating from college, Broughton began his career in politics. He was elected to the North Carolina House of Representatives in 1906 and served until 1910. He then served as a member of the North Carolina Senate from 1911 to 1915. During this time, he was a strong advocate for progressive reforms, such as the establishment of a state income tax and the regulation of public utilities.
Governorship
In 1940, Broughton was elected Governor of North Carolina. During his tenure, he focused on improving the state's infrastructure and economy. He established the North Carolina Highway Commission and the North Carolina Industrial Commission. He also worked to improve the state's education system, creating the North Carolina Education Commission and the North Carolina State Board of Education.
Legacy
Broughton's legacy as Governor of North Carolina is one of progress and reform. He was a strong advocate for the rights of African Americans and worked to improve the state's infrastructure and economy.
