Philip Lemont Barbour was an American politician and lawyer who served as a United States Representative from Virginia from 1817 to 1825 and as the 11th Speaker of the United States House of Representatives from 1821 to 1825. He was a member of the Democratic-Republican Party and a close ally of President James Monroe.

Early Life and Education

Philip Lemont Barbour was born on October 31, 1783 in Orange County, Virginia. He was the son of Thomas Barbour and Mary Pendleton Thomas Barbour. He was educated at the College of William and Mary and studied law under his father. He was admitted to the bar in 1805 and began practicing law in Orange County.

Political Career

In 1812, Barbour was elected to the Virginia House of Delegates, where he served until 1814. He was then elected to the United States House of Representatives in 1817 and served until 1825. During his time in Congress, he was a strong supporter of President James Monroe and was a leader of the Democratic-Republican Party. He was elected Speaker of the House in 1821 and served until 1825.

In 1825, Barbour was appointed to the United States Supreme Court by President Monroe. He served on the court until his death in 1842. During his time on the court, he wrote several important opinions, including the landmark decision in the case of Barron v. Baltimore, which established the principle of judicial review.

Legacy

Philip Lemont Barbour was an important figure in American politics during the early 19th century. He was a strong supporter of President James Monroe and a leader of the Democratic-Republican Party.
