Jo-Issa Rae Diop was born on January 12, 1985 in Los Angeles, CA. She spent a portion of her youth days, alongside her four kin, in Dakar, Senegal, West Africa. Afterward, her family moved to Inglewood, California, where her father, Dr. Abdoulaye Diop, kept working as a pediatrician. Her mom, Delyna Diop, was an instructor. Issa spent a significant part of her initial days in Potomac, Maryland. Experiencing childhood in Potomac was hard for Issa as the greater part of her neighbors involved with activities that Blacks were not a part of. She felt as though she was a loner.

Her family at that point moved to View Park-Windsor Hills, a rich and lavish neighborhood of American-Africans.
